libragephoto: update .NET version to 0.6.1.4

- RagePhoto.cs: impl. SetDescription, SetJpeg, SetJson and SetTitle
functions
- RagePhoto.cs: impl. support for .NET Framework 4.7
- RagePhoto.cs: set default buffers by default for Set functions
- Syping.RagePhoto.Core.csproj: add .NET Framework 4.7 target
