libragephoto: add benchmark to C implementation

CMakeLists.txt: update RAGEPHOTO_BENCHMARK description
RagePhoto.c: add benchmark
RagePhoto.cpp: change benchmark clock from
std::chrono::high_resolution_clock to std::chrono::steady_clock
